About the role

Still Earth Construction is seeking an experienced Pavement Layer Works Foreman to supervise pavement construction activities, including cut and fill, subgrade preparation, sub-base, and base course works. The successful candidate will ensure compliance with approved drawings, technical specifications, quality standards, safety requirements, and project schedules while coordinating site crews, equipment operators, and quality and survey teams.

Specific Skills
  • OND, HND, or Bachelor’s degree in Civil Engineering, Building Technology, Construction Management, or a related discipline.
  • 7–10 years’ site supervision experience, including 3–5 years in a senior supervisory role.
  • Demonstrable experience in pavement construction, roadworks, earthworks, subgrade preparation, and sub-base and base course placement.
  • Strong knowledge of construction drawings, setting-out levels, material placement, grading, compaction, and pavement specifications.
  • Experience coordinating labour teams, subcontractors, equipment operators, and site activities.
  • Understanding of construction quality control, field density testing, material testing, and survey coordination.
  • Knowledge of construction health, safety, and environmental requirements.
  • Strong planning, problem-solving, reporting, and workforce management skills.
  • Computer literacy, a strong sense of ownership, and the ability to work to demanding project schedules.
  • Must be tech-savvy, confident using relevant digital tools and systems, and quick to learn new technology.
  • Must demonstrate initiative, sound judgement and the ability to anticipate issues, identify discrepancies and solve problems proactively.
Responsible For
  • Supervising cut and fill operations, excavation, embankment construction, material placement, and compaction.
  • Coordinating subgrade preparation, including formation levels, trimming, moisture conditioning, proof rolling, and compaction.
  • Overseeing sub-base and base course placement, spreading, grading, watering, compaction, and layer thickness control.
  • Ensuring pavement works comply with approved drawings, specifications, required levels, crossfalls, camber, and quality standards.
  • Coordinating with survey teams, Quality Control Engineers, and laboratory technicians on setting out, inspections, sampling, and testing.
  • Monitoring material usage, construction quantities, daily production, workforce productivity, and progress against project schedules.
  • Supervising labourers, equipment operators, and subcontractors, allocating tasks, and maintaining site discipline.
  • Enforcing safety procedures, PPE compliance, toolbox talks, and safe working practices around construction equipment.
  • Maintaining records of completed works, test results, production quantities, and quality issues, ensuring defects are corrected promptly.
  • Identifying delays, resource constraints, and construction issues, reporting them to the Senior Site Foreman and Project Manager as appropriate.
